BOGOTÁ — Colombian President Gustavo Petro sharply criticized the country’s electoral authority after notices were posted at polling locations abroad informing voters about upcoming presidential primary consultations. The president accused the institution of attempting to artificially boost participation in the internal candidate selection processes ahead of the May 31 elections.

In a strongly worded message, Petro targeted the Registraduría Nacional del Estado Civil, suggesting that its outreach efforts were aimed at increasing turnout in three separate political consultations scheduled to define candidates for the presidential race.

“[It] seeks to increase votes,” Petro said, questioning the neutrality of the electoral body’s decision to promote information about the primaries at voting sites outside the country.

Dispute Over Voter Participation

The controversy centers on informational posters and guidance reportedly displayed at Colombian consulates and external polling stations, where citizens residing abroad can cast ballots. The notices explained the procedures for participating in the presidential consultations — internal party votes used to select official nominees for the general election on May 31.

Petro argued that a significant portion of the electorate has little interest in taking part in these party-based processes and suggested that the Registraduría’s messaging could blur the line between neutral voter education and political mobilization.

The Electoral Body’s Role

The Registraduría, an autonomous constitutional entity responsible for organizing elections and safeguarding civil registries, has not publicly responded in detail to Petro’s remarks. Traditionally, the institution provides logistical and procedural information to ensure voters understand how and when they may participate in electoral events, including primaries.

Under Colombian law, presidential consultations allow political movements and coalitions to define their candidates through open or closed voting mechanisms, depending on each group’s internal rules.

Political Context

The clash unfolds amid heightened political polarization in Colombia, where debates over institutional independence and electoral transparency have intensified in recent years. Petro, the country’s first leftist president, has frequently sparred with oversight bodies and other independent institutions during his term.

Analysts note that turnout in party consultations can influence political momentum and shape the narrative ahead of general elections, even though participation in such primaries is voluntary and often lower than in the main vote.

What Comes Next

With the May 31 presidential election approaching, attention is now turning to how political coalitions will mobilize supporters and whether disputes between the executive branch and electoral authorities could affect public confidence in the process.

For now, the disagreement underscores the delicate balance between voter information campaigns and perceptions of political neutrality in a country where electoral institutions play a central role in democratic stability.
