Department of Homeland Security Shutdown Seems Inevitable as Funding Negotiations Between White House and Democrats Collapse

WASHINGTON, February 12 (IPU NEWS) — A partial shutdown of the U.S. Department of Homeland Security (DHS) is shaping up to be a near certainty after talks between the White House, controlled by President Donald Trump, and Democratic leaders in Congress collapsed over funding for the agency.

With the temporary funding deadline set for Saturday, February 13, Republican and Democratic lawmakers left the capital for a 10-day recess without reaching an agreement on a new bill, increasing the likelihood that the DHS will run out of funds within days.

Democrats have conditioned their support for any DHS budget package on the inclusion of significant restrictions on the practices and methods of federal immigration enforcement, particularly by Immigration and Customs Enforcement (ICE) and the Border Patrol. Their demands include that agents display visible identification, use operational body cameras, and require warrants for searches of private property—a change that the Republican wing and the White House have deemed unacceptable for their operations.



“The warrant issue is especially difficult for the White House and many Republicans,” said a senator allied with the majority, acknowledging that this point has been a key sticking point in negotiations, though he noted that there has been “some progress” on other issues.

Democrats have argued they will not vote for any permanent DHS funding bill that does not include substantial changes to the administration’s immigration policy, while Republicans have rejected most Democratic proposals as **unnecessary interference in the operations of federal security agencies**.

The Senate Majority Leader urged that talks remain open but acknowledged that **neither side appears close to an agreement** before temporary funding runs out. Meanwhile, the White House has sent revised offers, though there has been no detailed public response from Democrats regarding those terms.

What would a shutdown mean?

A DHS shutdown would not halt all of the department’s functions. Many of the most visible immigration activities—including ICE and Border Patrol operations—are funded by special appropriations approved last year that allow them to continue operating even if the DHS as a department enters a technical shutdown.

However, agencies within DHS such as the Transportation Security Administration (TSA), the Federal Emergency Management Agency (FEMA), the Secret Service, and the Coast Guard could face reduced duties, disruptions to long-term planning, and staff working without pay if funding is not quickly restored. Emergency management experts have warned that a lack of coordinated planning due to a shutdown could undermine the response to major natural disasters, even if teams initially respond to ongoing emergencies.


A Deeply Polarized Political Dispute

The fight over DHS funding has been marked by the deep divide between Republicans and Democrats over how to handle immigration and border security, one of the most sensitive issues on the American political agenda.

Democrats have intensified their demands following recent incidents in which federal agents were involved in the deaths of civilians during raids in Minnesota, a factor that has fueled their refusal to fund the department under the current conditions. For their part, Republican officials have emphasized that the demands for unprecedented operational changes are hindering agents' ability to enforce immigration laws.

With no agreement imminent and Congress in recess, the ball is now in the court of political leaders to decide **whether to return to Washington in an emergency or allow the DHS to enter a technical shutdown**, which could mark another episode of partisan tension in a year already fraught with legislative confrontations.
